Phoenix Tailings

Phoenix Tailings has selected Eastman Business Park in Rochester, New York, for its Freedom Separation facility, a commercial-scale rare earth separation center. The facility is part of the $1.2 billion-plus Freedom Project and will process over 18,000 tons per year of rare earth feedstock, producing over 4,400 tons per year of separated rare earth oxides. Production starts ramping in 2027, with full production slated for 2028. The facility will support more than 200 direct New York jobs.

Phoenix Tailings plans to build a $375 million commercial-scale rare earth processing facility in Rochester, New York, with partial operations starting next year and full production expected in 2028. The facility will process approximately 18,000 tons of rare earth materials annually.
