Shell signed a Memorandum of Understanding with CNOOC to explore its first commercial-scale polycarbonate production unit at the CNOOC and Shell Petrochemical Co. joint-venture complex in Huizhou, China. Shell has also started constructing a PC development unit at its Jurong Island plant in Singapore.
